This is Deichkind. A german group from Hamburg probably pretty similar to a hip-hop-tech-electro-super-dance-band 
They’re famous for their incredible performance on stage, as they dress themselves in black garbage bags, wrapped with fluorescent neon tape, jumping on the stage, passing alcohol to the audience and surfing the crowd with a rubber boat.
On the picture you can see Ferris (a guy from Bremen, actually).
The blurred white stuff on the picture are feathers which were thrown from the stage. Yea, it truly was that crazy and amazing
